Perks are how you shape a run in Violence District. Survivors use them to repair faster, heal safer and stay hidden. Killers use them to track, slow and finish people off.
This page lists every perk in the game with its real numbers, and every killer with what they cost and how close they get before you are warned.
The quick answer
There are 45 perks. 35 are for survivors and 10 are for killers, so survivors have about three and a half times the choice.
Every perk comes in three tiers: yellow, green and red. Red is the best. Each perk shows three numbers, one per tier.
The thing to watch. Most of those numbers get bigger as the tier improves. Five perks count down instead, because the number is a cooldown. On those, the smallest number is the best one.
Why some perks count down
A perk written as 20/30/40 gives you 20% at yellow, 30% at green and 40% at red. That is how most of them work, and 43 of the 48 numbers in the game go that way.
But five perks are written like 70/60/50. Those are cooldowns or timers, so a smaller number is better. The red tier gives you 50 seconds of waiting instead of 70.

If you only remember one thing from this page, make it this. On those five perks the red tier still is the best one, even though the number looks smaller.

Only two speeds exist
Across all eight killers there are just two base speeds. Five move at 18.7 studs a second and three move at 19.6. That faster group is only about 5% quicker, so speed is rarely the reason to pick one.
What the roster costs
The Slasher is free. Six of the others sit between 7,500 and 8,500 Screws. Then there is The Cure at 15,000, which is nearly double the next dearest and almost a quarter of the whole bill.
Buying every killer comes to 64,000 Screws.
