Ro-Ghoul is one of the oldest Tokyo Ghoul-inspired games on Roblox, and it has stayed around because the fights actually feel different depending on which side you pick and which kagune or quinque you end up grinding for.
The game has racked up more than a billion visits since 2017, and while the crowd playing right now is smaller than its early years, the developer is still shipping updates regularly, so this is not an abandoned project.
Every kagune and quinque plays a little differently, and trackers do not always agree on the exact cutoff between tiers. We cross-checked the picks that show up as strong no matter who is ranking them.

The Quick Answer
On the Ghoul side, Kaneki, Touka, Hinami, Takizawa, and Akuma No Ketsueki are the safest kagune picks by a wide margin. On the CCG side, Narukami, Owl, IXA, and Ginkui are the top quinque picks. Both lists come from cross-checking multiple trackers, not a single site’s opinion.
Ghoul or CCG: How the Two Paths Work
Before the rankings, here is how the choice actually works. Every tier list below is ranking a piece of one of these two paths, not a single unified system.

Pick a starting path. Play as a Ghoul who fights with a Kagune (a biological weapon grown from RC Cells), or join the CCG as an investigator who fights with a Quinque (a weapon crafted from a defeated ghoul’s kagune).

Level up and eat or fight to get stronger. Ghouls absorb RC Cells by defeating other ghouls to strengthen their kagune, sometimes evolving it into a much stronger Kakuja. CCG investigators rank up through the Commission and unlock stronger quinque as rewards.

Choose your specific kagune or quinque. Within each path, you pick from a roster of named kagune or quinque, each with its own Yen cost and combat style. This is exactly what the tier lists below are ranking.

Kagune Tier List (Ghoul Side)
Kagune come in five real types on the wiki (Rinkaku, Ukaku, Koukaku, Bikaku, and the evolved Kakuja), but the type itself does not decide power. The specific named kagune does, which is why this ranks them individually instead of by type.

A note on how current this ranking is
The most complete kagune-and-quinque breakdown we found is about a year old at the time of this update, though Ro-Ghoul has not seen a major kagune rebalance since. The S-tier core (Kaneki, Touka, and Hinami specifically) is confirmed as top-tier across multiple independent sources, so that part holds up well. Treat the lower tiers as directionally correct rather than exact.
Quinque are the CCG’s answer to kagune, crafted from defeated ghouls’ kagune and ranked separately from the Ghoul side.

Tips for Choosing a Kagune or Quinque
- Do not rush a D or C-tier pick just because it is cheap. Save Yen for something in the B-tier range or higher if you can.
- Kaneki and Touka are the most beginner-friendly S-tier picks and are worth prioritizing your first big purchase toward.
- On the CCG side, Narukami and Owl are the strongest all-around picks if you are not sure which quinque to save for.
