Every weapon falls into one of three categories, and the tier list below covers all three together. Here is the loop the rankings are built around.

The Dual Tomahawks post the single highest DPS number of any light weapon in the game at just under 60 damage per second, and the Katana is close behind once its Sword Skills bonuses are active. Some community rankings call both of those an S-tier pick for exactly that reason.
The full-roster breakdown used above instead places both in A-tier, reserving S-tier for heavy weapons like Bardiche and Zweihander plus the RPG-7. Neither answer is wrong.
