It was built on 4 September and has never been switched on. What makes it worth reading is its description, which gives away two things about the game.
It promises a priority import queue for your outfits. So the backlog the studio mentions is real enough that skipping it is worth selling.
It also promises a double vote on every theme. Read backwards, that tells you everybody currently gets exactly one vote on what the next theme will be.
Neither of those facts is anywhere else. A shop item has to explain itself to be worth buying, which is why an unreleased one is often the most honest text in a game.

Nobody can tell you, because there has never been one. Anyone printing a date for this game is guessing, and there is no history to guess from.
