How to Play Control Europe
Everyone starts as a country of their choosing, and nothing is locked behind a level. What you do in the first few minutes decides most runs.
- Join the developer group before you start. The community guide says it gives a small permanent boost to tax, manpower and damage.
- Pick a country. Big powers are easier to learn on, and a small nation next to a big one is the hardest start there is.
- Upgrade your cities. This is where both your income and your manpower come from.
- Research units your neighbours do not have. Research takes a minute or two, so a head start really counts.
- Capture cities to grow. Annexing territory raises your manpower the same way upgrading does.
- Form an alliance, or wait and break someone else’s. Making one costs 50 Political Power and joining costs 30.
- Keep going until Europe falls. Being one of the last standing is what earns the win.

The most useful number is the win badge. About 2.1 million players have won a game, and about 1.9 million have played five hours. Those two are almost the same size, so a win is roughly a five hour commitment rather than a lifetime of practice.

The Teutonic Order is the rarest of them at about 1 player in 400. The Japanese Empire being on the list at all is worth noting, since it means the map now reaches a long way past the name on the front of the game.
Alliances
Alliances replaced simple two country pacts. Creating one costs 50 Political Power and lets you pick a name and a colour. Joining or leaving one costs 30, and joining cuts any deals you already had.
Every member has to approve a new applicant, but the leader can remove anyone at any time. Members share a private chat channel and see the alliance’s total money, manpower, population and land.
The best part is the alliance bank. Anyone can put money or manpower in, and anyone can take it out, with no limit either way. A struggling member can be rebuilt in a minute if the rest of the group agrees.

The two that change how a game plays are 2x Upgrade Speed and +1 Upgrade Slot. The slot pass is the clearer one, since it tells you the base game lets you upgrade two things at once and this makes it three.

Tips for New Control Europe Players
- Join the developer group before your first game. The community guide says it gives a small permanent boost to tax, manpower and damage, and it is free.
- Do not start next to a major power if you are new. Small countries wedged beside big ones get run over before they can build anything.
- Upgrade cities before you push. City upgrades are what raise both your income and your manpower.
- Research a unit type your neighbours do not have. Research runs one to two minutes, so you can be fielding something they cannot answer while they are still waiting.
- Tanks beat infantry in a straight fight, but they cost more. Do not buy them if it leaves you with nothing to hold ground.
- Save 50 Political Power if you want to lead an alliance. Joining someone else’s costs 30, and so does leaving.
- Use the alliance bank once you are in one. Members can pool money and manpower with no cap, which turns a weak run around fast.
- Expect a real session. Only about 1 player in 12 has ever played five hours, and that is roughly what a win takes.
