Every unit has an energy stat, and energy is power. The tier list is literally just that number sorted, so once you know the thresholds you can rank any unit yourself, including ones released after this page.

Your World Matters More Than Your Luck
This is the part that trips up new players. Units are tied to the World they drop in, and energy scales with World number. Lord Boro is a World 23 unit, which is exactly why it is so strong.
